Violation of no notification?

So I was at the gym with my mom and brother and our truck got broken into and my moms purse was stolen. And got a week early another car was broken into.We asked the gym abut why there was no notification but they said they usually do but today the didn't. My dad thinks that the gym is in violation of no notification that they has been break ins. Is he right or is there such thing?
