Is this chocolate bar safe to eat?

Someone gave me a 5 Pound Hershey bar four months ago. Because I cannot eat that much chocolate at a sitting, I’ve been doing so in small bits. Now I note the remaining chocolate has this white stuff on it. Is it still safe to eat?
