Why does McCain keep adopting the same language as Hubert Hoover concerning the economy?

Hoover also said the fundamentals were doing very well despite the fact the economy was tanking during his presidency and he did nothing to stop it. Shouldn't any politician running for president during a diving economy NOT adopt the language of a loser president.
