Bail question rephrased...?

a hypothetical scenario to help me understand this: there are two people...one is poor...the other is rich...both of them are accused of the EXACT same crime. the rich person successfully finds a surety so he is released. the poor on the other hand, is poor and cannot find someone to vouch for him. does this mean the poor person will have to be in pre-trail detention because he is poor. isn't this a barrier to access to justice, keeping someone detained because of their financial conditions?
